Description

The U.S. Air Force is soliciting a firm-fixed-price service to troubleshoot the Building 4607 exhaust system. The contractor must test the communications bus serving controllers and terminal equipment; verify communications with the existing Andover Continuum front-end platform; test input/output control and monitoring points, equipment responses, pumps, valves, actuators, air handlers, exhaust fans, and related systems; verify the sequence of operations; and identify discrepancies, deficiencies, and failed equipment. Minor communications-bus wiring repairs, including re-terminating controllers and devices, are included, while high-bay or ceiling wire replacement and device terminations over 10 feet high and long runs over 25 feet are excluded. The contractor must provide labor, personnel, equipment, tools, materials, transportation, supervision, qualifications, radios, and other necessary services, coordinate with a remote software engineer, and provide a written deficiency report identifying tested equipment, communications deficiencies, nonfunctioning equipment, sequence-of-operations discrepancies, recommended repairs or replacements, and conditions preventing complete testing. Performance must be completed within 90 days after receipt of order. Offers must include a quotation or proposal, completed pricing worksheet, completed and signed offeror information and certification, and completed and signed conflict-of-interest statement.
