Description
The City of Lubbock is soliciting competitive sealed proposals for construction improvements on Upland Avenue from 4th Street to 19th Street. The work includes furnishing all labor and materials and completing the roadway project within 420 consecutive calendar days after issuance of the Notice to Proceed. The estimated construction-phase budget is $8,500,000. Proposals will be evaluated on price, contractor qualifications, and construction time. The solicitation requires use of City-provided proposal forms and submission of a bid or proposal bond equal to at least 5% of the total proposal amount. The selected contractor must provide a 100% performance bond when the contract exceeds $100,000 and a 100% payment bond when it exceeds $50,000; these bonds are post-award requirements. Insurance, prevailing wages, safety documentation, qualifications, subcontractor information, and applicable statutory disclosures are also required. Local resources are strongly encouraged, but no formal local-vendor preference is stated.
