Description
The City of Lubbock is soliciting competitive sealed proposals for construction work to improve existing unpaved residential roads throughout the city. The selected contractor must furnish all labor and materials, comply with prevailing-wage requirements, provide construction management and safety measures, and substantially complete the work within 365 consecutive calendar days after the Notice to Proceed. Proposals are evaluated on price, contractor qualifications, and construction time. The estimated construction-phase budget is $4,400,000. The proposal must include the City-provided forms and required qualification, safety, subcontractor, reference, insurance, non-collusion, and proposal-security materials. A proposal bond, cashier's check, or certified check of at least 5% of the total proposal amount is required at submission. The successful contractor must later provide 100% performance and payment bonds when the applicable statutory thresholds are met, as well as required insurance before contract execution. A non-mandatory pre-proposal conference will be held by teleconference, and the City encourages offerors to describe their use of local resources.
