The U.S. Army Corps of Engineers New Orleans District is soliciting sealed bids for firm-fixed-price construction to repair existing foreshore protection and embankment along the south shoreline of Lake Pontchartrain and Vicinity, Reaches 1–4. Work includes construction access, demolition, clearing and grubbing, excavation, embankment placement, separator geotextile, graded stone for dike caps and splash pads, marine access, turf establishment and maintenance, surveys, environmental controls, and related construction quality and safety requirements. The estimated construction magnitude is $25,000,000 to $100,000,000, and the acquisition is unrestricted. A Project Labor Agreement is expressly not required. Bids may be submitted by email or physical delivery, but only one method may be used. The solicitation requires a bid guarantee and performance and payment bonds; the bid schedule includes base work and two option-work packages. The base work completion period is 300 calendar days after receipt of the Notice to Proceed, with an additional 70 calendar days if Option Work 1 is exercised. Contractors must provide required representations and certifications, a completed Standard Form 1442, bid pricing, and any other solicitation-required bid materials.
