Description
The National Park Service is soliciting a firm-fixed-price construction contractor to perform cyclic exterior maintenance staining and painting at the Headquarters and IT Buildings of Cumberland Gap National Historical Park. The work covers approximately 3,498 square feet and includes mobilization, low-pressure cleaning, hand scraping and sanding, protection of adjacent surfaces and vegetation, application of two coats of exterior solid-color wood stain, primer and two finish coats on exterior doors, final cleanup, and demobilization. The specified products include Sherwin-Williams Intellectual Gray SW 7045 for the wood stain and Analytical Gray SW 7041 for exterior doors, although equivalent materials may be proposed where permitted. The contractor must furnish labor, materials, equipment, supervision, safety controls, environmental protection, a qualified on-site superintendent, a quality-control plan, product data, a safety or accident-prevention plan, a work schedule, and an equipment list. Work must be completed within 90 days after notice to proceed, with anticipated on-site work of approximately 8–12 working days. The solicitation requires a technical proposal, capabilities and experience, subcontractor use and work history, past-performance references and questionnaires, and a detailed cost proposal. A 20% bid guarantee is required, and insurance certificates must be provided before notice to proceed.
