Description
The Livingston County Land Bank Corporation (Land Bank) is soliciting proposals for a qualified consultant to provide comprehensive income verification and compliance monitoring services. These services are essential for the administration of the Land Bank's housing programs, specifically the New York State Vacant Rental Program (VRP) and the Mobile and Manufactured Home Replacement Program (MMHR), as well as any future housing initiatives requiring similar support. The selected consultant will be responsible for all income eligibility verifications and ongoing compliance monitoring activities, working directly with program participants and reporting to the Land Bank. The VRP program, funded by New York State, aims to rehabilitate vacant rental properties, requiring assisted units to be rented to income-qualified tenants for a ten-year regulatory period. The MMHR program provides funding to replace dilapidated mobile or manufactured homes with new ones, also subject to a ten-year regulatory period of owner-occupancy. The scope of services includes initial and turnover income eligibility verification for tenants and homeowners, rent limit compliance monitoring, annual compliance re-certification, owner income verification monitoring, and site visit inspections for VRP-assisted units. For MMHR, services include initial income eligibility verification and ongoing monitoring of ownership and residency. The Land Bank anticipates a long-term relationship with the selected consultant, with an initial contract term of three years, renewable annually, and potential for expansion of services through contract amendments or task orders for future programs. The Land Bank has established Minority Business Enterprise (MBE) and Woman Business Enterprise (WBE) participation goals of 20% and 10% respectively, and strongly encourages minority and women-owned businesses to apply. Proposals will be evaluated based on experience, knowledge of New York State housing programs, qualifications of personnel, proposed methodology, capacity, cost-effectiveness, and references.
