Description
The U.S. Department of Agriculture's Foreign Agricultural Service is seeking one recipient to manage a project developing technically and economically viable methods to verify and certify low-oxygen conditions below 1% by volume in U.S. tree nut packaging and storage. The project must address bulk and retail packaging, including liners, bags, boxes, bulk bins, super sacks, membranes, films, and sensor-based approaches, while supporting non-invasive oxygen measurement, seal-integrity confirmation, digital mapping, and traceable record-keeping throughout handling and logistics. The recipient will coordinate with low-oxygen technology companies, sensor developers, tree nut industry organizations, processors and handlers, USDA's Agricultural Research Service and Animal and Plant Health Inspection Service, and other technical experts. Deliverables include a report and a compilation of verification processes by packaging technology and commodity, including per-unit and capital cost estimates and integration into contemporary commercial processing and handling systems. Proposed solutions must be commercially available or readily implementable within one year, cost-effective, suitable for phytosanitary certification, and include recycling options for certain packaging materials. The recipient may issue additional subawards with USDA/FAS approval.
