Description
The State of Utah Division of Purchasing, conducting procurement for the Utah Department of Corrections, is seeking multiple contract awards for second-market food products, including surplus, short-dated, overstock, misbranded, seasonal, closeout, fresh, frozen, refrigerated, shelf-stable, Kosher, and Halal items. Vendors must provide product catalogs or full cost sheets, identify packaging and case-count requirements, state lead times and minimum orders, and support deliveries to all listed correctional facilities. Products must be safe, properly labeled, within expiration or use-by dates, and delivered FOB destination with transportation and handling included. The solicitation requires compliance with FDA regulations, the Food Safety Modernization Act, Utah food-safety and sanitation requirements, applicable USDA requirements, HACCP standards, traceability, lot tracking, recall procedures, temperature controls, and inventory tracking with expiration-date management. Technical proposals are evaluated on company experience, product sourcing and quality, food safety and compliance, and logistics and distribution; a minimum technical score of 700 out of 1,000 is required before cost evaluation. The cost proposal must be submitted separately, and vendors reaching at least 875 combined points may receive one of multiple awards. Pricing must be guaranteed for three months, with quarterly adjustments subject to approval.
