Description
The North Carolina Department of Public Safety, Division of Emergency Management, is soliciting design-builders to manage and perform residential structure elevation projects under the Hazard Mitigation Grant Program. The scope includes engineering and design, surveys and elevation certificates, permitting, inspections, home and environmental testing, utility disconnection and reconnection, lifting structures above the Design Flood Elevation, foundation demolition and construction, access improvements, site restoration, debris disposal, and obtaining certificates of occupancy or completion and recorded flood-insurance deed restrictions. The solicitation identifies 16 properties for the primary project and one additional property as an optional award. Vendors must submit separate Qualifications and Proposal packages through the State's Sourcing Tool. The qualifications package requires the G.S. 143-64.31 certification and design-build qualification criteria; the proposal package requires the executed RFP, bid worksheet, subcontractor form, certifications, financial-condition certification, and other identified attachments. The contract has an initial 12-month term after award, with up to two additional one-year renewal terms, and work orders generally have 12-month terms after the Notice to Proceed. Performance and payment bonds are required at 100% of the contract amount after purchase-order issuance, and bids for projects above $500,000 require a 5% bid bond.
