Description
The City of Seal Beach is soliciting qualifications and proposals for environmental review and regulatory permitting support during the design phase of a San Gabriel River trash interceptor pilot project. The selected consultant will advance the project toward construction readiness by preparing and coordinating NEPA and CEQA documentation, regulatory permit applications, agency consultations, mitigation measures, and environmental administrative records. Anticipated approvals and coordination include U.S. Army Corps of Engineers authorizations and permits, Clean Water Act compliance, Endangered Species Act and National Historic Preservation Act consultation, California Coastal Commission approval, Regional Water Quality Control Board certification, California Department of Fish and Wildlife approvals, and flood-control district coordination. The scope also includes biological, marine, cultural, water-quality, coastal, hydrology/hydraulics, and other technical studies; landside and over-water geotechnical investigations and analyses; public, tribal, stakeholder, and agency engagement; bilingual notices and outreach materials; project management; schedules, budgets, progress reports, and electronic deliverables. The project will evaluate a barge-type interceptor and floating linear boom alternatives in the lower San Gabriel River. Proposals must include the specified technical and fee materials, with the fee proposal submitted separately in a sealed package. The procurement is qualifications-based and federally funded through an EPA Community Project Funding award, with applicable federal procurement and certification requirements.
