Description
The Lower Savannah Council of Governments, on behalf of the Town of Burnettown, is seeking bids from SCDES-licensed firms to assess asbestos-containing materials in 25 privately owned, vacant, dilapidated houses. The contractor must inspect suspect materials in each structure and provide a separate findings report for each property, including laboratory analysis pricing for PLM and TEM samples. If required by SCDES Regulation 61-86.1, the contractor must prepare an asbestos project design for each structure, including abatement work practices, containment and decontamination procedures, negative-air monitoring, clearance procedures, waste handling, and related safety and recordkeeping requirements. The scope also includes SCDES-certified and licensed air-monitoring services during abatement or demolition, including visual clearance and TEM clearance testing, with possible PCM monitoring. Bidders must provide unit, per-house, daily, additional-service, and total pricing; identify the time required for site visits, testing, and reports; and submit licenses or certifications for assigned staff and a list of similar projects. Federal CDBG requirements apply, and all contractors and subcontractors must be registered in SAM.
