Description
The U.S. Army is seeking industry whitepapers for the development and delivery of a high-fidelity Internet Service Provider (ISP) Cyber Range supporting Joint Force Headquarters-Cyber missions. The proposed solution must combine physical, virtual, and emulated cloud components to represent ISP infrastructure from Internet Exchange Points and transit providers through core, aggregation, access networks, and customer-premises equipment. Required capabilities include carrier-grade routing and subscriber-session scale, specialized hardware such as routers, BNGs, OLTs, ONTs/ONUs, RF or microwave radios, and GNSS-disciplined timing equipment, as well as realistic latency, throughput, and timing behavior. The range must support safe adversary emulation against ISP-specific attack surfaces, comprehensive telemetry and debugging, automated baseline resets, infrastructure-as-code orchestration, strong isolation from production networks, and secure handling of adversary tools. Deliverables include a functional prototype, user and installation documentation, architecture and integration documentation, a detailed performance and operational report, and a virtual capability demonstration. The whitepaper must describe the architecture, attack-surface modeling, cloud-service integration, quantitative performance claims, deployment and sustainment approach, operational model, and cost estimate. Company qualifications and related experience may be included as an optional appendix.
