Description
The U.S. Department of Energy Office of Science requires a single contractor to provide integrated safeguards-and-security support for the Office of Safety and Security, the Consolidated Service Center, and the Oak Ridge Office of Environmental Management. The scope includes program management; classification and information security; personnel vetting, adjudication, records management, badging, credentialing, classified visits, foreign national access, workplace substance-abuse program administration, FOCI and facility-clearance support, and safeguards-and-security surveys and assessments. The contractor must provide qualified personnel, maintain required security access and training, support government systems, and coordinate with other site contractors and government personnel. The solicitation is a combined firm-fixed-price and time-and-materials requirement with a transition line item and four option periods. Oak Ridge is the primary duty station, with limited travel to other sites potentially required. The solicitation requires a 25-page Volume II technical and management proposal, a transition plan of no more than 10 pages, past-performance information for three contracts for the offeror and three for each proposed performing entity, key-personnel resumes and commitment letters, and a detailed Volume III cost or price proposal. All proposals must be submitted electronically through FedConnect.
