Description
The Los Angeles County Office of Education’s Division of Technology Services is seeking an enterprise Managed File Transfer solution to replace legacy mainframe-based SFTP services. The scope includes solution implementation, migration of file-transfer workflows, testing, production deployment, operational transition, and decommissioning support for the legacy mainframe environment. The proposed solution must support secure inbound and outbound SFTP and HTTPS transfers, PGP encryption and decryption, identity integration, multifactor authentication, role-based and least-privilege access, partner isolation, workflow automation, retry and recovery, malware and data-loss-prevention controls, audit trails, SIEM integration, high availability, disaster recovery, Azure connectivity, APIs and webhooks, environment separation, and secure external collaboration. Vendors must provide implementation, professional services, training, ongoing technical support, and responses to extensive technical and nontechnical requirements. The proposal package includes a technical and nontechnical response matrix, project approach/work plan, price proposal, references, financial statements, transmittal letter, table of contents, exceptions and deviations appendix, supporting appendices, and a completed non-collusion affidavit.
