Description
The Nebraska Department of Health and Human Services, Division of Medicaid and Long-Term Care, is soliciting proposals for a Medicaid Enrollment Broker to support the Heritage Health managed care program. The contractor will provide unbiased member choice counseling; enrollment, disenrollment, MCO-change, PCP/PCD-selection, and PACE processing; member outreach and education; multilingual and accessible communications; provider-directory management; and a member-facing website and secure web-based enrollment portal. The scope also includes operating a toll-free member call center and systems help desk, maintaining automated enrollment and reporting systems, exchanging data with DHHS and managed care organizations, supporting quality assurance, grievances, fraud-waste-and-abuse controls, disaster recovery, HIPAA compliance, and CMS Streamlined Modular Certification. The contract is for five years beginning upon execution, with one optional three-year renewal period; operations are scheduled to begin October 1, 2027. A $500,000 performance bond is required from the awarded bidder, and extensive insurance coverage is specified.
