Description
Phillips County seeks a qualified planning consultant or consultant team to comprehensively update its Housing Needs Assessment and create a Water Supply Element for the County's Comprehensive Plan. The work must comply with Colorado Senate Bill 24-174 and address housing stock, affordability and needs by income and dwelling type, household and employment data, displacement risk, market limitations, housing resources, demographic and economic trends, housing development challenges, and current and projected housing needs. The consultant must also provide policy and program recommendations and produce accessible digital deliverables. The scope includes data gathering and review of existing plans and regulations; robust public engagement involving residents, employers, stakeholders, and local officials through methods such as surveys, focus groups, interviews, and public meetings; preparation of charts, maps, and analysis; and development of a Water Supply Element addressing water rights, infrastructure, future supply needs, conservation, drought planning, regulatory compliance, water quality, and alignment between water planning and land-use policies. Required submission content includes team qualifications, separate approaches for the Housing Needs Assessment and Water Supply Element, relevant experience, estimated cost, and timeline. Submissions are limited to 10 pages and must be emailed to the designated County contact by the stated deadline.
