Description
The Pacific Mountain Workforce Development Council, in partnership with the Evergreen Coast Economic Development District, seeks a consultant to update its regional industry cluster study for Grays Harbor, Lewis, Mason, Pacific, and Thurston counties in Washington. The work includes reviewing and refining cluster indicators; analyzing current, emerging, and declining industry sectors using workforce and economic data; identifying recommended sectors and subsectors by county; and developing methods for evaluating emerging industries. The selected vendor will coordinate with PacMtn staff, a project committee, economic development partners, board members, and community stakeholders. Required activities include facilitating committee and county-level community conversations, presenting draft findings to the Executive Finance Committee and Board, participating in a regional economic development event or conference, and delivering written reports and recommendations. The proposed budget may not exceed $50,000, and the contract is expected to run from November 9, 2026, through February 26, 2027. Proposals are limited to seven pages, including the cover page, and must address organizational experience, qualifications, project approach, stakeholder engagement, timeline, risks, and a detailed fiscal proposal.
