Description
Washington County is soliciting proposals from qualified firms to prepare its annual Cost Allocation Plan (CAP) in accordance with Title 2 CFR Part 200 regulations. The initial contract term will be three years, with the option to extend for up to two additional one-year terms. These services are subject to a solicitation process at least every five years. The scope of services includes preparing annual CAPs for 2026, 2027, and 2028, with potential extensions for 2029 and 2030. The CAPs must identify, summarize, and allocate allowable costs of central support services, using equitable and supportable methodologies, and include clear documentation of cost pools, allocation bases, assumptions, and methods. The contractor will also provide instructions and guidance to county personnel on claiming allocated costs for reimbursement, monitor the status of claims, conduct internal quality assurance reviews, and provide draft plans for county review. Deliverables include a project plan, data request templates, draft and final CAP documents, indirect cost rate calculations, allocation models, workpapers, training materials, and implementation guidance. Proposals must include a cover letter, qualifications and experience, a fee schedule with a fixed annual fee for the CAP preparation (including optional years) and hourly rates for additional services, three client references, a signed Appendix A (Standard Terms and Conditions), and a conflict of interest disclosure. Proposals are limited to five pages, excluding cover sheet, cover letter, table of contents, and appendices, and must be submitted electronically.
