Description
The Collaborative Minnesota Partnerships to Advance Student Success (COMPASS), a collaboration between Minnesota Service Cooperatives (MSC) and the Minnesota Department of Education (MDE), is soliciting proposals to design and implement a Community of Practice (CoP) model for school leaders. The goal is to enhance school leadership capacity for sustained school improvement, particularly in schools identified for support under federal accountability systems. The CoP model should facilitate collective learning and collaboration to address persistent barriers to improvement, strengthen leadership for evidence-based practices, and promote cross-school collaboration. Proposals should outline a foundational methodology grounded in current educational research and include evidence of past work. The selected proposer will partner with COMPASS staff to co-design the CoP experience, develop facilitation-ready materials, design CoPs that center peer learning and networked improvement, and build internal capacity for COMPASS staff to independently facilitate these models over time. Deliverables may include a multi-session scope and sequence, facilitation guides, participant materials, and a plan for building internal facilitation capacity. The project timeline is from July 2026 to June 30, 2027, with key dates including content development and team training by October 1, 2026, and the Community of Practice Kickoff in November 2026. The total value of work awarded under this solicitation shall not exceed $500,000.
