Description
El Paso County is seeking a contractor for a competitive sealed proposal to construct the Corbin Sambrano Wellness Center. The solicitation offers two mutually exclusive base bids: a park configuration with site development, utilities, paving, landscaping, exterior amenities, multipurpose courts, shade structures, and related improvements; or a wellness center building configuration with associated site modifications and architectural, structural, civil, landscape, mechanical, plumbing, and electrical work. The project manual and drawings provide detailed construction requirements. Five alternates are also priced under Base Bid 1: a support building, play court and canopies, a portion of the west parking lot, enhanced amphitheater lighting, and perimeter fencing. The stated estimated budgets are $1.5–$2.5 million for Base Bid 1 and $5.5–$6.5 million for Base Bid 2; only one base bid will be awarded. Proposals are evaluated on price, project schedule, relevant construction experience and past performance, key personnel, financial stability, and other stated factors. Respondents must provide a detailed proposal, pricing and supporting cost information, project experience and references, key personnel qualifications, a preliminary schedule, and financial statements. The solicitation also requires several forms and supporting records, including a bid bond or cashier’s check, a current signed W-9, safety and ethics materials, certifications, and conflict-of-interest documentation. Payment and performance bonds and insurance certificates are required from the successful vendor after award, not with the proposal.
