Description
The City seeks multiple contractors for a job order contracting program for renovations and minor additions to existing facilities; standalone new construction is excluded. Work will be defined and ordered through individual task orders. Contractors will price work using the most current RS Means Facilities Construction Cost Data and submit coefficients for standard working hours, non-standard working hours, and non-prepriced items, together with detailed calculations supporting the proposed coefficients. The proposal package includes completed solicitation forms and certifications, a completed coefficient form, and a letter of commitment from a surety. The City clarified that a bid bond is not required with the initial proposal. Federal requirements and related forms apply on a task-order basis when the work is federally funded; the FTA certifications are not required with the initial proposal. The City evaluates experience with three qualifying contracts under Factor B, each demonstrating a minimum cumulative value of $3 million.
