Description
The City of Winchester Economic Development Authority is soliciting proposals from qualified design-build contractors for Phase 1 services supporting a proposed two-family residential structure. The scope includes design and construction document development, site feasibility analysis, code and zoning review, constructability analysis, preliminary cost estimating, utility coordination, and other preconstruction services. Phase 1 will evaluate qualifications and project feasibility and does not authorize construction. The project is planned as a two-story, two-unit residential structure with approximately 2,570 total heated square feet, three bedrooms and two full bathrooms per unit, and a Craftsman or Arts and Crafts architectural character. The complete project, including design, construction, and site work, has a stated guaranteed maximum price of $550,000. The solicitation uses a two-phase process: the top two Phase 1 teams will be shortlisted for Phase 2, which requires conceptual designs, specifications, pricing, and a schedule. The contractor must demonstrate at least five years of similar experience, provide three relevant references from the last five years, assign separate design and construction project managers, and demonstrate capacity to complete the project by the end of September 2027.
