Description
The Air Force Research Laboratory is conducting an open, hybrid Advanced Research Announcement for innovative nuclear strategic technology research under 10 U.S.C. § 4023. Topic areas include nuclear system development and integration; nuclear system flight experimentation and evaluation; nuclear explosion monitoring; and nuclear command, control, and communications. Proposed efforts may address multiple topics and should substantially improve national defense capabilities and explain how intended benefits will be verified. All topics are controlled by security access requirements. The announcement accepts unclassified white papers through an open two-step process, with white papers potentially retained for 12 months. Individual one-step or two-step solicitations may also be issued for discrete requirements, including requests for full technical and cost proposals or white papers and rough-order-of-magnitude costs. The Government may use contracts, grants, cooperative agreements, other transactions, or other assistance instruments, and anticipates multiple awards with an unrestricted overarching ceiling. Periods of performance, funding profiles, deliverables, and detailed submission requirements will be established at the individual-solicitation or award level. Proposal responses, but not white papers, require a completed SF 424 Research and Related Senior/Key Person Profile for proposed senior/key personnel and a completed Security Program Questionnaire.
