This presolicitation concerns a fully designed, design-bid-build construction project to strengthen and protect the south-bank levee system along approximately 1.5 miles of the Lower American River, from the Watt Avenue Bridge upstream toward Mayhew Drain. Work includes excavation, earthwork, regrading, launchable rock toe and trench construction, soil-filled rock slope protection, rock tie-backs, planting benches, in-stream woody structures, erosion-control measures, tie-ins to existing revetments, temporary access and traffic controls, trail restoration, riprap placement, environmental protection, and related surveying, testing, monitoring, and quality-control activities. Vegetation clearing and later greening are planned under separate contracts. The anticipated contract is one firm-fixed-price award, with construction estimated at 510 calendar days from the Notice to Proceed. Work includes active-channel and floodplain operations, with in-water work generally limited to July through October, and requires extensive environmental, stormwater, vibration/deformation monitoring, safety, scheduling, and submittal obligations. The project is anticipated to require CMMC Level 1 self-certification, a Project Labor Agreement, and registration in the Procurement Integrated Enterprise Environment before bid submission. The estimated target price range is $45 million to $60 million.
