Description
The U.S. Department of Health and Human Services is conducting market research for a contemplated firm-fixed-price contract covering project management, research, data analysis, clinical review as needed, and written analytic products using contractor-owned or independently licensed, de-identified all-payer claims data. The contemplated data environment would integrate medical, facility, and pharmacy claims across commercial, Medicaid, Medicare, Medicare Advantage, VA, TRICARE, and other payers; cover all 50 states with longitudinal history from 2015 forward; exceed 300 million unique lives, approximately 5 billion annual transactions, and 700 billion records; and support regular refreshes. The work includes cross-payer drug safety, patient safety, program-integrity, and fraud research; utilization, coding, coverage, outlier, and suspected billing-scheme analyses; rapid-response and recurring analytic briefs; and confidential billing-integrity referral packages. It also includes a comprehensive retrospective drug-safety evaluation, cohort and outcome framework, comparative and subgroup analyses, interrupted time-series and difference-in-differences analyses, telehealth-versus-in-person comparisons, inferred-exposure analysis, mortality and mental-health outcomes, care-pathway and practice-variation analyses, and ongoing safety surveillance.
