Description
The Defense Health Agency (DHA) intends to award a sole source contract to RQI Partners for enterprise-level access to their Neonatal Resuscitation Program (NRP) subscription. This training is essential for eligible healthcare personnel across the Military Health System (MHS), supporting obstetric and neonatal care units, including physicians, nurses, respiratory therapists, and other clinical staff. The required solution must provide initial training and recertification, enterprise-wide access with standardized delivery, and support both online learning and hands-on simulator-based training. Additionally, it needs to offer centralized tracking, reporting, and management of training completion and certification status, while ensuring scalability, consistency, and compliance with DHA clinical training requirements. The training will be developed and delivered in accordance with the minimum guidelines established by the American Academy of Pediatrics (AAP) Neonatal Resuscitation Program (NRP), consistent with DHA Procedural Instruction (DHA-PI) 6025.16.
