Description
The United States Court of Appeals for the Federal Circuit seeks architect-engineer services for the evaluation, planning, and design of approximately 2,200 square feet of executive-level judicial office space in the Howard T. Markey National Courts Building. The space is to be reconfigured to include offices, a private toilet, reception space, and a break or coffee area while the building remains occupied. The design must address phasing, occupant safety, continuous life-safety and security, historic-preservation requirements, applicable federal, state, and local codes, and protection of existing building systems. The scope includes existing-conditions surveying and field verification; hazardous-materials testing and reporting for asbestos and lead; concept studies with at least two layout options; architectural, furniture, HVAC, telecommunications, electrical, plumbing, fire-suppression, security, and fire-protection design; code analysis; cost estimates at each major submission milestone; and preparation of biddable construction documents. Deliverables are required at 15%, 35%, 65%, and 100% design stages, followed by final signed and sealed construction documents. Construction-period services include submittal review, responses to requests for information, weekly and milestone site visits, site-visit reports, punch-list development, and as-built review. The proposal must include seven electronic volumes in an Adobe PDF Portfolio, including company information, technical capability, design-management approach, key personnel, draft schedule, past performance, and cost/price information.
