Description
The City University of New York seeks a secure, cloud-based Software-as-a-Service electronic sourcing and supplier management solution for use across its colleges and administrative units. Required capabilities include solicitation creation and management, supplier registration and onboarding, vendor communications, electronic bid and proposal submission, controlled opening, evaluation and weighted scoring, approval and award workflows, reporting, dashboards, records retention, audit trails, supplier diversity tracking, and secure integration with CUNYBUY, CUNYfirst/PeopleSoft, single sign-on, identity management, and other enterprise systems. The selected contractor must provide implementation, configuration, integration, data migration or loading, testing, user-acceptance-testing support, training, deployment, stabilization, maintenance, help desk and technical support, security and accessibility compliance, business continuity and disaster recovery, upgrades, and transition-out assistance. The solution must be hosted in the continental United States, support WCAG 2.1 Level AA or a successor standard, and provide enterprise security controls including encryption, multifactor authentication, role-based access, audit logging, backups, and disaster recovery. Proposals require three volumes: required forms, a technical and management proposal, and a price proposal using the completed functional-requirements workbook and cost proposal workbook.
