REQUEST FOR BIDS The Lincoln County Commission will be accepting bids for 2026 Jail Management System RFQ Bid #2026-531-265 . Description
Lincoln County is seeking an experienced software vendor to provide, configure, implement, and support a modern, cloud-only Jail Management System accessible through PCs, tablets, and smartphones. Required capabilities include booking and intake, inmate classification and housing, court liaison functions, automated reporting and analytics, mobile operations, security controls, audit logs, electronic signatures, integrations, data export, disaster recovery, and protection of sensitive criminal-justice information. The scope also includes reviewing and converting existing data, implementation and project management, testing, training, go-live support, post-implementation review, and final system acceptance. Vendors must describe their implementation approach, project team, milestones, completion timeline, risks, security and data-protection practices, and identify which court-liaison capabilities are standard, configurable, custom-developed, or dependent on third-party integration. Pricing is requested for annual JMS software, data conversion, implementation and project management/training, and security and data protection fees.
