Allegheny County, on behalf of the Pennsylvania Department of Labor and Industry (PA DLI) and Partner4Work, is soliciting proposals for a One-Stop Operator to manage the PA CareerLink(r) workforce system in Pittsburgh and Allegheny County. This role is a requirement of the Workforce Innovation and Opportunity Act (WIOA). The selected Operator will be responsible for coordinating service delivery among various partners, monitoring performance, managing Memoranda of Understanding (MOUs), and supporting continuous improvement across two comprehensive PA CareerLink(r) centers. The contract period is initially one year, with potential for up to three additional one-year renewals, contingent upon funding, performance, and evolving needs. The estimated total funding for the Operator services is up to $200,000, financed with federal funds from the US Departments of Labor and Industry (DOL) and Health & Human Services (HHS). Key responsibilities include partner coordination, establishing referral procedures, monitoring MOUs, and holding cross-agency staff meetings. The Operator will also focus on continuous improvement by establishing metrics, monitoring partner performance, and developing plans for system enhancements. The role requires strong organizational and administrative capabilities, including managing operational and financial data, and compliance with federal funding requirements. A Program Director with strategic vision and strong interpersonal skills is expected.
