Description
The Housing Authority of the City of Los Angeles is soliciting a cloud-hosted route-optimization solution for its Section 8 Inspections Department. The solution must integrate with Yardi, support automatic and manual scheduling, optimize routes using inspection geography and real-time traffic, accommodate at least 35 daily routes, support multiple office/start locations, and provide web and mobile access for administrators, schedulers, inspectors, property managers, landlords, and clients. Required capabilities include calendar views, advance scheduling, route changes and status updates, ETA tracking, automated email or text notifications, encrypted data transfer using TLS, and compatibility with HACLA's Windows Server, SQL Server, VMware, and IT environments. The revised scope also permits optional artificial-intelligence route optimization, provided HACLA can disable or opt out of the AI functionality. The scope includes project management, software development or customization, installation, system analysis, documentation, Yardi integration, implementation, training for approximately 40–45 staff members, technical support, hosting, maintenance, and a multi-year maintenance agreement. Vendors must provide detailed implementation, training, project-management, schedule, and deliverables plans, including system testing, implementation, sign-offs, and project closeout. Proposals will be evaluated on qualifications, staffing, technical approach, price, and software compatibility with Yardi. The contract is structured as a one-year term with four one-year options, for a potential total period of five years.
