Description
The Naval Research Laboratory intends to award a sole-source purchase order to Structured Materials Industries, Inc. for the conversion and upgrade of an MOCVD system. The notice states that this is not a request for competitive proposals or offers and that only one responsible source is believed capable of satisfying the requirement. Interested parties may submit capability information demonstrating, with clear and convincing evidence, that competition would be advantageous to the Government. Responses will be used solely to determine whether a competitive procurement should be conducted; no reimbursement will be provided for response costs.
