Description
Empire State Development is soliciting applications from eligible 501(c)(3) nonprofit organizations, including academic and research institutions and eligible consortia, to lead the design, construction, development, and operation of a physical semiconductor chip design center in downstate New York. The center may involve new construction or expansion or modification of an existing facility and must establish a sustainable operating model supported by state, industry, academic, and philanthropic partnerships. The selected organization will provide shared access to electronic design automation tools, computing resources, secure design environments, prototyping and validation resources, startup incubation and commercialization support, workforce training, and connections to fabrication, investors, and strategic partners. Applicants must submit a phased application beginning with a concept paper, with potential advancement to an interactive review process and then a full proposal. Up to $25 million is available for eligible capital costs, including construction, renovation, equipment, and related soft costs; there is no cost-match requirement. The full proposal must include a three-year operating and capital pro forma, implementation plan, timeline, and required administrative forms.
