Description
The Fiscal Year 2026 Emergency Management Performance Grant (EMPG) Program, administered by the Federal Emergency Management Agency (FEMA), aims to bolster all-hazards emergency preparedness across state, local, tribal, and territorial governments. The program supports the implementation of the National Preparedness System and the National Preparedness Goal. Funding is allocated based on a population-based methodology, with a total estimated program funding of $337,250,000. Eligible entities include state or territorial governments, with sub-applicant and sub-award allowances. Allowable costs fall under planning, organization, equipment, training, or exercises (POETE), with specific unallowable costs outlined in the notice. A cost-share requirement of 50% is mandated for all recipients, which can be met through cash or in-kind contributions.
