Description
The Rhode Island Parole Board is seeking qualified clinical professionals to conduct psychosocial interviews and assessments of parole-eligible individuals housed in Rhode Island Department of Corrections facilities or under community confinement. Services include reviewing case materials; evaluating criminal, institutional, social, substance-use, psychological, psychiatric, medical, risk, needs, and reentry factors; and preparing objective written reports with clinical recommendations. Interviews and evaluations must generally be conducted in person, with secure HIPAA-compliant video conferencing permitted when facility access is unavailable or the individual is held out of state. Each evaluation must include specified sections addressing records reviewed, clinical and psychosocial history, institutional adjustment, risk assessment, protective factors, reentry readiness and parole planning, clinical formulation, and recommendations. Vendors must maintain confidentiality, obtain and maintain Rhode Island Department of Corrections security clearance, complete mandatory two-day new-employee orientation for onsite staff, and provide staff with at least a master's degree in mental health or a related field, two years of relevant assessment experience, current Rhode Island licensure, and a valid Rhode Island driver's license. The proposal must include a six-page technical narrative, staff resumes, vendor qualifications and three relevant client references, a work plan, assessment methodology, and a cost proposal using hourly rates with a not-to-exceed cap per evaluation. The contract is for as-needed services with no guaranteed minimum volume.
