Description
The Agricultural Marketing Service is updating requirements for contractors supplying hard-cooked eggs, whole eggs, all-purpose egg mix, and frozen fully cooked scrambled round egg patties for federal food and nutrition assistance programs. Contractors must comply with the applicable Federal Purchase Program Specification, USDA Food Safety and Inspection Service and other regulatory requirements, packaging and labeling requirements, shipment and delivery requirements, and product assurance and complaint-resolution procedures. Contractors operating under the audit-based acceptance option must submit product samples and a technical proposal before bidding. The technical proposal must describe the offered egg products and production processes, quality-assurance methods, corrective and preventive actions, and supporting procedures, records, forms, and photographs. Contractors must obtain AMS Quality Assessment Division approval and undergo a pre-bid onsite capability assessment audit; ongoing audits, monitoring, and compliance costs are the contractor's responsibility. A technical proposal is not required for contractors operating under the grading-based monitoring and certification option.
