Description
Lexington County seeks a single, cloud-based records management system for its Fire Service and EMS, including implementation, hosting, maintenance, upgrades, backups, disaster recovery, and 24/7 technical support. The Fire Service system must support incident reporting, NERIS reporting, ePCR, CentralSquare CAD and Esri ArcGIS integrations, pre-incident planning, inspections, investigations, community risk reduction, events, invoicing, asset and inventory tracking, scheduling, personnel management, training, hydrant management, and analytics. The EMS system must support ePCR, NEMSIS-compliant state reporting, QA/QI workflows, clinical and operational reporting, mobile and offline use, patient and monitor data integrations, health information exchange, and related community paramedicine functions. The vendor must provide an implementation plan and project manager, achieve go-live within 120 days of contract execution unless otherwise approved, and provide train-the-trainer and on-site end-user training and go-live support. Proposals must include annual software costs for Fire Service and EMS, applicable taxes, and bond costs. The proposal requires a 5% proposal bond; the solicitation also specifies performance and payment bonds in certain circumstances. The solicitation prohibits subcontracting any portion of the work.
