Description
The Maryland Stadium Authority is requesting proposals from prime contractors to provide abatement, demolition, site development, and/or stabilization services for properties selected under the Baltimore Vacants Reinvestment Initiative, formerly known as Project CORE. The solicitation specifically covers properties identified in Attachment M and includes hazardous-material abatement before demolition, clean backfill requirements, and site-related work described in Attachment E and the project manual. The proposing legal entity must itself have at least five years of prime-contracting experience on abatement and demolition projects; experience held only by personnel at prior firms does not satisfy this requirement. Prequalification for the initiative is not required. An Industrial Hygienist must be present during active environmental abatement and monitoring as required by applicable standards. The solicitation includes a 35% MBE subcontractor participation goal, technical and financial proposal requirements, and bid, payment, and performance bonding requirements. The anticipated notice to proceed is January 2027.
