The City of Paso Robles is requesting proposals from qualified entities to provide spaceport licensing consulting services for the Paso Robles Municipal Airport (PRB). The goal is to obtain a Launch Site Operator License (LSOL) under FAA Part 420, designating PRB as a horizontal launch spaceport. The City has already completed the pre-application process and received conditional approval for portions of the license application. The selected consultant will be responsible for completing the remaining elements of the application, including detailed operational assessments, facilitating letters of agreement with relevant agencies (U.S. Coast Guard, FAA Air Traffic Organization), reviewing and updating previously completed documents, and managing environmental reviews and compliance under both federal (NEPA) and state (CEQA) regulations. Deliverables include a complete project management plan, a compliant Part 420 license application package, technical reports, and environmental documentation.
