Description
The University of North Carolina at Chapel Hill seeks a financial advisor for ongoing public finance support covering debt capacity, capital structure, long-term financial planning, liquidity, capital project evaluation, credit-rating strategy, risk management, debt issuance, and integrated financial modeling. The scope applies to the University's reporting entity, including blended foundations and related discretely presented component units. The advisor will support approximately one debt transaction per year, evaluate approximately 5–10 capital projects annually, assist with underwriting syndicate renewal, and provide quarterly and ad hoc model updates. The financial model will use historical data beginning in fiscal year 2019 and a 10-year forward view. Most meetings will be remote, with some in-person participation as needed; no committee or leadership meetings currently require the advisor's presence. The initial contract term is three years, with up to two additional one-year renewal terms. Debt transactions and special projects may be priced separately from the annual lump-sum fee. Proposals must include the required execution and addendum pages, cover letter, title page, project organization letter, technical approach, pricing proposal, customer references, required university attachments, and applicable registration or certification materials. The proposal must be submitted electronically as one PDF through the North Carolina electronic Vendor Portal.
