INVITATION FOR BIDS The City of Pueblo is soliciting bids for the following project. Project No.: 26-035 (DT2401) Project Name: West Side Improvements - Bus Stops Package 1 In general, this project will consist of the rehabilitation of 23 existing bus stops on the west side of Pueblo, including new concrete pads, curb and gutter, sidewalks, upgraded curb ramps, replacement of existing benches at select locations, installation of new benches where none currently exist, designated alighting areas, and illuminated bus stop signs as detailed in the plans and specifications for this project. This project is to be financed in whole or part through a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant awarded to the City of Pueblo by the U.S. Department of Transportation Federal Highway Administration (FHWA). Bidders must comply with all applicable federal and state standards and orders, including the Davis Bacon Act. It is the Bidder's responsibility to determine and/or confirm the applicable and most current prevailing wages pursuant to the Davis-Bacon Act. The City of Pueblo, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Description

The City of Pueblo is seeking a contractor to rehabilitate 23 existing west-side bus stops under Bus Stop Package 1. Work includes removal and replacement of sidewalks, asphalt, concrete pavement, curbs and gutters; construction of concrete pads, accessible alighting areas, and ADA-compliant curb ramps with tactile bands; installation or resetting of benches, sign panels and steel signposts; and installation of 23 special LED luminaires. The plans specify Urban Solar PV Stop Series solar transit-pole lighting or an approved equal, along with precast concrete benches or approved equals. The project is funded through a U.S. Department of Transportation Federal Highway Administration RAISE grant and requires compliance with federal and state requirements, including Davis-Bacon prevailing wages, Buy America requirements, nondiscrimination and DBE provisions, certified payroll reporting, a 30 percent minimum prime-contractor self-performance requirement, and 50 hours of on-the-job training. A five-percent bid guarantee is required, and payment and performance bonds in the full contract amount are required before notice to proceed. The bid must include active SAM.gov registration documentation and the required electronic vendor confirmations and certifications.
