Description
The City of Logan is soliciting proposals from a qualified attorney or law firm licensed to practice in Utah and in good standing with the Utah State Bar to provide a full range of indigent defense legal services for eligible defendants in Class B and C misdemeanor cases. Services include reviewing police reports, legal research, pleadings, discovery, motions and pretrial hearings, settlement and plea negotiations, bench and jury trials, appeals, and related client communications. The work must be performed in person and requires the attorney to provide support staff, equipment, materials, and a laptop. The anticipated engagement is three to five years with annual renewal, and the minimum projected court commitment is four hours per week, subject to caseload and court scheduling. Proposals must include qualifications, attorney resumes, relevant experience, customer references, availability and workload information, an annual flat-rate cost proposal, proof of ability to meet insurance requirements, acceptance or requested changes to the standard contract terms, and any claim of business confidentiality. The proposal must also include an amount covering conflict counsel costs. The solicitation requires general liability, professional liability, and automobile liability coverage of $1,000,000 per occurrence, workers' compensation coverage at statutory limits, and employers' liability coverage of at least $100,000 per occurrence; payment and performance bonds are not applicable.
