Description
The Forest Service is soliciting a firm-fixed-price construction contractor for the Tony Grove Dam Spillway Capacity and Seismic Mitigation project. Work includes reconstructing portions of the dam; replacing outlet works; raising the dam crest; placing embankment, filter sand, gravel drain, and roadbase materials; installing reinforced-concrete intake, gate-hoist, outlet, pipe-encasement, and water-level-indicator structures; installing 30-inch, 3-inch, and 6-inch HDPE piping, a slide gate, instrumentation, drainage components, articulated concrete-block slope protection, and quality-control facilities. The base work includes clearing, pollution control, surveys, mobilization, dewatering, excavation, earthfill, concrete, piping, instrumentation, field office and laboratory support, and related construction activities. Options include a precast concrete vault restroom and hot-mix asphalt. The contractor must submit a technical proposal addressing approach, project management, schedule, experience, and past performance, along with a complete price quote for all schedule-of-items line items. The acquisition is a total small-business set-aside, with a stated price range of $1,000,000 to $5,000,000 and a mandatory performance period from June 1, 2027, through October 1, 2027, for the base work; option periods are listed through November 1, 2027.
