Description
West Basin Municipal Water District seeks qualified firms to update and run its MODFLOW/MT3D/SEAWAT groundwater model for five consecutive calendar years in support of the West Coast Basin Barrier Project. The work includes incorporating hydrogeologic, water-quality, water-level, pumping, and injection data; calibrating the model; analyzing groundwater contours, flow paths, seawater and recycled-water migration, mass balance, statistical trends, retention time, and projected recycled-water percentages at domestic supply wells; and providing updated input, output, graphics, calibration, and model files after each annual update. The consultant must prepare an annual technical memorandum for regulatory submission and, at the end of the five-year period, prepare a five-year technical memorandum supporting the Five-Year Engineering Report. The work must comply with the applicable barrier permit, California recycled-water regulations, and Recycled Water Policy. The five-year work also requires review and stamping by a California-registered Professional Geologist. Proposals must include qualifications and experience, key personnel and resumes, technical approach and schedule, at least three similar references from the last five years, annual pricing using the provided price proposal, and required confirmations in the electronic response system.
