Description

Dutchess County seeks a single comprehensive healthcare contractor for the Dutchess County Justice and Transition Center. The scope includes 24/7/365 medical, nursing, dental, psychiatric, mental-health, substance-abuse, medication-assisted treatment, pharmacy, laboratory, on-site imaging, emergency, specialty, and off-site care coordination services for incarcerated individuals. The contractor must provide the minimum staffing model in Attachment G, including health-services administration, nursing, medical and mental-health providers, dental personnel, pharmacy-related support, discharge planning, and recovery peer support. The contractor will be responsible for clinical operations, staffing and backfill, accreditation and regulatory compliance with NCCHC and the New York State Commission on Correction, medical supplies and equipment, pharmacy and medication management, off-site care claims and utilization management, an electronic medical record system, quality assurance, reporting, infectious-disease control, and transition/start-up activities. Proposals must include the completed Proposer Response Questionnaire Form, technical proposal, resumes, five professional references, pricing using the required cost forms, start-up pricing, and specified completed forms. The initial five-year term may be extended by three additional one-year periods, with services scheduled to begin January 1, 2027. Addendum 2 specifically requires an implementation plan within the Proposer Response Questionnaire Form and requires acknowledgment of the addendum.
