Market Survey for STARS System Integration and Sustainment

Description
The Federal Aviation Administration (FAA) is seeking information to determine if there is adequate competition for the continued system integration and sustainment of the Standard Terminal Automation Replacement System (STARS). The current contract for STARS is set to expire on September 30, 2030. STARS is a critical system used by Air Traffic Controllers at numerous Air Traffic Control Towers (ATCTs) and Terminal Radar Approach Control (TRACON) facilities across the National Airspace System (NAS). The FAA is aware of several challenges associated with this effort, including the proprietary nature of the STARS software (AutoTracâ„¢ and ATCoach), the need for data rights to this proprietary software, the reliance on third-party vendor processes and tools, and potential hardware end-of-life/end-of-service impacts. Vendors interested in providing these services are asked to submit a Capability Statement addressing these challenges and detailing their experience with similar systems.
