Description
Eastern Municipal Water District is soliciting proposals to repaint the exterior surfaces of the Benton recycled-water tank at 36625 Pourroy Road, Winchester, California, and the Oliver potable-water tank at 11575 Oliver Street, Moreno Valley, California. The work includes labor, materials, equipment, surface preparation, coating application, dust and overspray control, waste handling, site protection, portable restroom and handwashing facilities, storage and security, and restoration. The tanks must remain operational throughout the project, and interior surfaces are excluded. The Benton Tank requires spot removal, spot priming, and overcoating using low-pressure water cleaning, power-tool preparation of active rust, and an approved coating system. The Oliver Tank requires dry abrasive blast cleaning, spot priming, and coating in accordance with the specified tank-painting systems. The contractor must address potentially hazardous paint waste and heavy metals, comply with applicable asbestos, lead, environmental, and safety requirements, provide abatement and waste-management plans when applicable, and maintain a valid California C-33 Painting and Decorating Contractor's license. Prevailing wages, payment and performance bonds, fall-protection and safety programs, and required inspections apply. The proposal must include pricing, business information, at least three customer references, subcontractor information, qualifications and experience, a work plan and methodology, a project schedule, an insurance affidavit, Cal/OSHA compliance history, and the Contractor Mobile Source Acknowledgement Form.
