Description
This Request for Information seeks market intelligence for the design and construction of two unaccompanied enlisted personnel housing barracks at Fort Campbell, Kentucky. Each barracks is planned to accommodate 260 personnel, with an estimated acquisition magnitude of $205 million. The contemplated delivery strategy is Construction Management at Risk under Other Transaction Authority, with the Government's design advanced to 100 percent. The anticipated approach has two phases: Phase 1 preconstruction services, including constructability reviews, value-engineering studies, design coordination, open-book pricing, and development of a Guaranteed Maximum Price; and Phase 2 construction execution under the GMP, with the contractor assuming construction risk and responsibility for layout, scheduling, and trade coordination. The RFI requests company qualifications, relevant OTA and CM@Risk experience, innovative construction methods, proposed team and subcontracting approaches, bonding capacity, and feedback on acquisition strategy, phasing, risk allocation, pricing, and commercial terms. Responses must be a single PDF of no more than 10 pages; company brochures and standard profiles are excluded from the page limit.
