Description
The San Diego Housing Commission (Commission) is soliciting Statements of Qualifications (SOQs) from homeless service providers, property owners, and brokers interested in providing, operating, leasing, selling, or otherwise making available properties, facilities, or sites suitable for the development and operation of interim shelter programs for persons experiencing homelessness within the City of San Diego. This is an open-ended RFQ; respondents may submit at any time while the solicitation is open. The Commission seeks sites capable of accommodating a target capacity of at least 100 beds but no greater than 300, though smaller capacities may be considered. Existing buildings, adaptive reuse opportunities, and vacant or underutilized properties are encouraged. Preference will be given to sites within the City of San Diego or within close proximity, with convenient access to public transportation, healthcare, and supportive services. Respondents must demonstrate site control and compliance with life-safety, accessibility, and building code requirements. The RFQ is intended to establish a pool of qualified respondents and identify viable opportunities for interim shelter development and operations in Fiscal Year 2027.
