Description
The City seeks a production-ready, cloud-hosted paratransit platform to replace or substantially improve its current system. The solution must support passenger and eligibility records, live capacity-based reservations, recurring and multi-leg trips, scheduling and route optimization, real-time dispatch, driver mobile functions, GPS/AVL capability or integration, reporting, secure data management, and data export. The driver application must support City-provided Android tablets, and the system must allow reservations to be confirmed before drivers, vehicles, or final routes are assigned. A fully integrated inbound and outbound IVR system is mandatory as part of the base solution. Required functions include passenger authentication and self-service for trip information, confirmations, cancellations, approved status or ETA information, English and Spanish prompts, transfers to staff, after-hours voicemail or callback requests, outbound notifications, and synchronized audit history. An AI-enabled conversational voice reservation agent is optional. The contractor will provide implementation, migration from the existing system, configuration, testing, training, documentation, hosting, maintenance, and ongoing support. Proposals must include a five-year price proposal and address the technical requirements and vendor attestation.
